How to Read a Moving Estimate
A moving estimate is more than a price. Learn who issued it, what the price is based on, what could change, and what you're agreeing to before you sign or pay.
This guide focuses on interstate household-goods moves in the United States. Moves within one state may follow different rules.
Four questions to ask before you sign or pay
- Who am I actually dealing with?
- What assumptions is this price based on?
- What could cause the amount to change?
- What am I agreeing to before I sign or pay?
First, know what document you're looking at
Look for the document title, issuing company, estimate type, and date. An estimate describes expected charges. The bill of lading is the transportation contract. Read the documents together, and ask about anything that appears inconsistent.
Follow a sample estimate
Read the fictional document sheets and their numbered HGM explanations. On a phone, each document section is followed by its explanation.
Fictional educational sample. This is a fictional estimate created by HGM for educational purposes. It is not a quote from a real mover or customer. Not a market average, recommended price, or route benchmark. All company details, identifiers, rates, dates, and terms in the sample are invented. Your paperwork may look different; the four questions still apply.

2 Estimate designation: BINDING
Agreed price for the articles and services listed in this revision, subject to applicable rules for changed scope and additional services. This broker-arranged sample assumes the named carrier has accepted the estimate under its fictional rate schedule EDU-2026. It is not a non-binding weight-based final invoice.
3 Relocation Details
| Estimate / revision | EDU-BR-026-208 / 01 |
|---|---|
| Estimate date | October 8, 2026 |
| Move type | Interstate residential household goods |
| Survey | Live video · October 7, 2026 |
| Pickup window | October 20–21, 2026 |
| Planning volume | 860 cu. ft. |
| Weight equivalent | 6,020 lb. |
| Price calculation | $0.82 / equivalent lb. |
| Services / inventory | Sheets 2–3 form part of this sample |
Volume × fictional planning conversion: 860 × 7 = 6,020 lb. Equivalent weight is a pricing assumption for this binding sample, not a certified scale weight. Linehaul: 6,020 × $0.82 = $4,936.40.
Relocation Estimate
| Linehaul / base transportation | $4,936.40 |
|---|---|
| Fuel: 8% of linehaul | $394.91 |
| Materials: 10 wardrobe cartons + wrap | $260.00 |
| Origin stairs: 1 flight | $90.00 |
| Destination long carry: 100 ft. | $180.00 |
| Bulky dining table: 1 article | $125.00 |
| Full Value Protection: $0 deductible | $295.00 |

| TOTAL BINDING ESTIMATE | $5,931.31 |
| Booking deposit / credit | $1,779.39 |
| Remaining after deposit | $4,151.92 |
Fuel $4,936.40 × 8% = $394.91, rounded to cents. Materials: 10 wardrobe cartons × $18 + wrap $80 = $260. FVP priced below. Payment stages on sheet 3.
6 Valuation Election / Mover Liability
Fictional shipment-value assumption: $36,120. Current estimate includes FVP with a $0 deductible. Select the carrier's final liability option on the bill of lading; the blank initial spaces below are illustrative.
| Option | Deductible | Charge | Move total | Initials |
|---|---|---|---|---|
| ☒ Priced FVP | $0.00 | $295.00 | $5,931.31 | _____ |
| ☐ FVP | $500.00 | $245.00 | $5,881.31 | _____ |
| ☐ FVP | $1,000.00 | $205.00 | $5,841.31 | _____ |
| ☐ Released Value | Per article | $0.00 | $5,636.31 | _____ |
Released Value limits mover liability to $0.60 per pound per article, requires a proper written FVP waiver, and is not replacement-value protection. FVP deductibles, exclusions, and settlement provisions must be reviewed with the carrier. This is valuation, not an insurance policy.

60 PBO cartons + 5 bins. Beds and mattresses are separate inventory entries; cartons are listed by size. These volumes total 860 cu. ft., the basis used on sheet 1. No piano, safe, appliances, automobile, or storage-unit contents included. This list is not the carrier's pickup condition inventory.
5 Understanding the Estimate / Included Services
The binding amount covers the listed articles, stated access conditions, and itemized services. Standard service includes furniture pads, loading, transportation, unloading, and disassembly / reassembly of the two listed standard bed frames. Furniture pads are removed at delivery. Customer packs cartons and fragile contents before pickup; professional packing, unpacking, wall mounting, and appliance connections are excluded unless added in writing.
Possible Additional / Accessorial Services
| Service | Fictional disclosed basis |
|---|---|
| Stairs | One origin flight included at $90; added flights $90 each. |
| Long carry | 100 ft. destination allowance priced at $180; additional 50 ft. increments $85. |
| Elevator | Reserved access assumed; no elevator fee priced. Waiting time requires written rate confirmation. |
| Shuttle | Not included; sample rate $420 minimum when agreed and required by truck access. |
| Packing materials / labor | $260 materials priced; extra materials itemized separately. Requested labor: sample $65 per worker-hour. |
| Crating / special handling | Not included; item-specific written quote before acceptance. |
| Storage / redelivery | Not included; sample storage $160 per 30-day period; handling and redelivery require a separate written quote. |
| Extra inventory | Revised scope and estimate before loading; no automatic unapproved increase. |
These invented disclosures are not automatic additions. Applicability, authorization, tariff treatment, and payment timing depend on the service and applicable estimate rules. No accessorial rate shown here is market guidance.
9 Pickup / Delivery Instructions
| Pickup window | October 20–21, 2026 |
|---|---|
| First available delivery | October 25, 2026 |
| Illustrative delivery spread | October 25–November 2, 2026 |
| Updates | Broker coordinator and assigned carrier dispatch |
| Destination access | Customer confirms elevator reservation and parking |
First available delivery means the customer is ready to accept the shipment from that date; it is not a promised arrival date. The spread is a scheduling window. A single guaranteed date requires a specific written service commitment. Obtain the carrier's contact details and written delay terms.
Payments, Terms & Acknowledgments
Sheet 3 of 3 · Not valid for booking7 Payment Schedule / Cancellation
| Binding estimate total | $5,931.31 |
|---|---|
| Booking deposit to fictional broker | $1,779.39 |
| Pickup payment to fictional carrier | $2,000.00 |
| Delivery balance to fictional carrier | $2,151.92 |
Deposit + pickup + delivery = $5,931.31. The $1,779.39 deposit is credited in full toward this shipment; it is not an added broker fee. The separate estimated balance after deposit is $4,151.92, split into $2,000 at pickup and $2,151.92 at delivery.
Sample payment methods: broker deposit by card; carrier pickup / delivery by prearranged card or cashier's check payable to the carrier. Confirm methods and lawful amounts in writing before move day. No card processing fee is included. Amounts may change only under applicable estimate / service rules, with credited payments shown on the itemized bill.
Fictional cancellation terms: written cancellation received before the pickup window receives a deposit refund to the original card within 10 business days. After pickup starts, request a written account of services already performed and any applicable charges. This is an invented policy, not a statement of federal cancellation rights.
8 Scope Changes / Consumer Acknowledgments
Report added articles, packing requests, or access changes before loading. If shipment or services differ, resolve the estimate in writing with the carrier before loading starts. A revised binding estimate, reaffirmation, or agreed written conversion to non-binding treatment must identify the scope and applicable price. Loading is not permission to rewrite the original estimate afterward.

10 Delivery Payment: Binding vs. Non-Binding
This sample is binding. Its scheduled delivery balance is $2,151.92 for the stated scope after deposit and pickup credits. Do not multiply it by 110% as an automatic surcharge.
Assume the same $5,931.31 estimate, only the $1,779.39 deposit paid, and no pickup payment. Gross 110% figure: $6,524.44. Less credited deposit: $4,745.05 illustrated additional estimate-based collection.
That figure is not automatically owed or a final-bill cap. Shipper-requested services after the bill of lading and qualifying impracticable operations have separate rules. Binding-estimate delivery collections follow a different rule; request the carrier's itemized basis.

What an estimate cannot tell you by itself
An estimate helps you understand the paperwork. It cannot tell you whether the company is the right fit, how it will communicate, or how your move will go. Some later services may still depend on actual conditions. Registration alone does not establish service quality. Researching the company and understanding the paperwork are two separate parts of preparing for a move.
Understand the company behind the estimate
Use HGM's Free Check as a starting point for understanding the company named on your paperwork. Check supplied company identifiers against available federal records and follow the official verification links.

HGM Quote Review — $29A few terms worth knowing
- Binding estimate
- An agreed price for the shipment and services described, subject to applicable rules for changes and additional services.
- Non-binding estimate
- An approximate price; final charges depend on the applicable tariff and actual shipment and services.
- Valuation / mover liability
- The mover's responsibility for loss or damage under the chosen liability option. This is not insurance.
- Bill of lading
- The contract for transportation of your shipment.
What comes after the estimate?
The estimate is the earlier pricing and service document. The carrier's bill of lading is the transportation contract for your actual interstate move. Compare it with your estimate before loading begins.
Check that it matches or clearly explains the carrier's legal name and USDOT number; origin and destination; shipment and inventory information; valuation/protection choice; pickup and delivery information; charges and payment schedule, including credited deposits; and any revised estimate or added services.
If your estimate came from a broker, the bill of lading may name a different company: the motor carrier transporting your belongings. Verify that carrier before loading, ask for any differences to be explained in writing, and keep copies of both documents and their attachments.
